Congress has defined reading, ​the Essential Components of Reading Instruction (ECORI) and other criteria.
IEP reading goals should meet the standards of 20 U.S.C. § 6368 

Understanding your child's reading development and reading goals is easier when you look through the lens of the law.

20 U.S.C. § 6368  was written by Congress to define the term reading and important criteria related to reading for I.D.E.A. and other laws that reference reading, and reading instruction.

Print out a copy of 20 U.S.C. § 6368 and Bring it to every IEP meeting.
